Ok, so I am trying to figure out the kite possibilities for the dragon.
I will post a tutorial soon. I am thinking glue batik and fabric windsock re purposed as a kite. If you come up with something before that be sure to let me know because the idea really intrigues me!

For the kite, I was only thinking of elongating and straightening the tail, and attaching the string to the top and bottom of the dragon's body. Your idea is much more creative and lasting! Or maybe if it flies with paper I could make another one with some type of more durable material, like cloth.
